Weather App For My Mac
If the app on the phone is just 'spinning' then that's where the problem is. Possibly a network issue ( wifi, cell ) or a temporary issue with the source. At one time I believe it displayed Yahoo Weather as the source of the data.
I'm not sure if that's still the case. Just checked it's the Weather Channel. Try going to your Notifications screen ( the pulldown ) and look on the Today side to see if your weather is shown there, I have mine set to display there and tapping it launches the weather app.

Mine is loading fine, if yours is not I would still suspect a temporary network error with the Weather Channel source. You may just have to wait it out. If it's working on the phone, make sure both are on a wifi network and near each other and try doing the 'hard' reboot of the watch ( the double button push ).
Then wait a while. After a restart the watch takes a while to sync everything back up from the phone. You could try doing that on both devices,but if you've restarted the phone and weather is working there then I don't think it would really do anything.

As for un-pairing just keep in mind that you lose your Apple Pay data and have to set that all up again, you lose any synced Music playlist as well as the motion calibration data. That's why I never recommend doing that unless there's a major issue. Good luck with it.
